Who Runs NARSOL?
- Robin Vander Wall — convicted for computer solicitation of a minor in a sting operation. He’s not just a “former offender,” he’s the Chair of NARSOL’s Board and president of its foundation.
- Larry Neely — pleaded guilty to sexual indecency with a child. Treasurer of the organization.
- Guy Hamilton-Smith — convicted for possession of child sexual abuse material. Board member and legal fellow.
These and more like them are the people shaping the narrative, setting the agenda, and lobbying lawmakers across the country. How can we trust advocates with such histories to protect children’s safety?
What Is NARSOL Really About?
They claim to want “rational” laws and “fairness.” But their agenda is to dismantle sex offender registries and reduce public notification — effectively making it easier for predators to blend into communities undetected. They push policies that reduce consequences for offenders, ignore victim safety, and attack the very systems that protect kids. They promote dangerous ideas like:

- Lifetime registration and residency restrictions are unconstitutional — aiming to gut protections that keep predators away from schools and parks.
What Have They Accomplished?
Unfortunately, with their twisted agenda, NARSOL has had some successes by: Influencing sympathetic lawmakers to introduce bills weakening registries; Filing lawsuits challenging registration laws on constitutional grounds; Creating a nationwide network to support convicted offenders and lobby for their rights — often at the expense of victims and communities.
They use legal challenges, media manipulation, and grassroots lobbying funded by donations, membership fees, and grants to push their agenda. Their web presence is polished and professional, masking the dark reality of their leadership’s pasts.
What Is Their Inevitable Plan?
- Abolish public notification so communities no longer know if predators live nearby.
- End lifetime registration requirements for offenders — even those convicted of violent and repeated offenses.
- Legalize or normalize policies that give sex offenders “second chances” without transparency.
- Expand their influence to all 50 states and block any efforts to strengthen laws.
All this puts children at greater risk by reducing oversight and protections.
How Are They Doing This?
- By playing the victim card themselves, claiming “civil rights violations.”
- Partnering with liberal politicians who prioritize offender rights over victim safety.
- Exploiting the public’s limited understanding of registry laws and recidivism statistics.
- Presenting themselves as “reformed” and “humane” while conveniently omitting their own criminal pasts.
- Leveraging legal funds, foundations, and media campaigns to sway opinion and lawmakers.
The Bottom Line This is a wolf in sheep’s clothing operation. NARSOL’s leadership consists of convicted child predators who have infiltrated the system to rewrite the rules in their favor. Their so-called “reform” is a smokescreen to dismantle protections that keep children safe. We cannot allow their agenda to succeed. America’s priority must be protecting children, supporting victims, and enforcing justice, not giving convicted sex offenders a platform to undermine safety.
